State Support — Driving the Future

As outlined in Executive Order 2022-31, Governor Henry McMaster directed the South Carolina Department of Commerce (S.C. Commerce) to designate an EV coordinator to serve as a resource and point of contact for the business community and industry stakeholders, as well as federal, state, and local government entities and members of the public for EV-related issues or inquires. Additionally, the executive order directed S.C. Commerce to establish an informational webpage to serve as a resource repository to prioritize and enhance ongoing electric vehicle economic development and recruitment efforts. As a result, S.C. Commerce created and launched this site, scpowersev.com. 

Also, S.C. Commerce is charged with coordinating the implementation of a strategic initiative designed to prioritize and enhance ongoing economic development, business support, and recruitment efforts with electric vehicle and automotive manufacturers.

Governor Henry McMaster’s Executive Order 2022-31 tasked the South Carolina Department of Employment and Workforce (DEW) to evaluate the state’s existing and anticipated EV-related workforce availability and capacity needs, as well as to explore opportunities to enhance the state’s existing workforce development policies or mechanisms to advance the competitive standing of South Carolina’s EV ecosystem and automotive sector. DEW’s responsibilities also include conducting a comprehensive and detailed supply-gap analysis of the EV ecosystem in consultation with various stakeholders and identifying and reporting any recommended statutory or regulatory changes related to the state’s existing workforce development mechanisms necessary to facilitate new business and industry investment or expansion in the EV sector.

Executive Order 2022-31, issued by Governor Henry McMaster, authorized the South Carolina Department of Transportation (SCDOT) to convene and coordinate the activities of the Interagency EV Working Group, which will develop a comprehensive plan regarding the strategic deployment of EV-related resources and infrastructure in South Carolina. The group, which will consist of representatives from the Office of Regulatory Staff, the South Carolina Department of Commerce, the South Carolina Department of Employment and Workforce, the South Carolina Department of Motor Vehicles, the South Carolina Department of Health and Environmental Control and the State Fiscal Accountability Authority, will among other things, prioritize the placement of passenger car EV charging stations along the interstate highway system to complement completion of the national network with an emphasis on the state’s rural portions.
